Going to websites such as www.Elance.com can get you a freelancer for nothing. I myself had a website designed for me for less than $100 and the quality I got was worth $500 easily. The reason why everybody can work for dirt cheap is because they live in poorer countries such as India or Pakistan. I paid a little bit more because they deserve it, but just know that the option is available should you ever need to use it. How you can find prices so cheap is because people submit a bid for your project. You can also see their previous examples to gauge whether or not your money will be well spent. You can get anything from this site as long as it is digital. I highly recommend this site to anybody who is technologically retarded such as me. Spend your time doing something you know how to do and let other people take care of what you don't know.

2. Hold a Contest
This next technique works like a charm and the great thing is you get lots of work for free and you only have to pay one person. You can hold contests on certain forums where people make things for you. If you wanted a simple website to be made you could hold a contest where the winner gets $150 if they make a good website for you or do a decent job of color copies. You just have to be the judge and choose which website is the best for you to use. The best thing is if nobody comes up with a good website you don't have to pay them. I suppose you don't have to pay them ever as there is little legal recourse, but you don't want to be nasty about it.

3. Scout the Forums
You can also go to amateur forums and ask somebody to help you out. They might just do it to get practice in and be a nice person. I wouldn't put all your eggs in this basket though as it doesn't have a very high success rate.
